MMF and RES Announce Planned Fleury Winds Project

Winnipeg, MB, in the National Homeland of the Red River Métis - Today, the Manitoba Métis Federation (MMF), the National Government of the Red River Métis, along with its Affiliate the Red River Métis Power Corporation (RRMPC) and its partner RES, announce plans for a 200-megawatt renewable wind energy project, Fleury Winds.

"Building on the MOU we signed with RES on January 7, 2026, the proposed Fleury Winds project aligns with our shared objectives for Indigenous-led strategic renewable energy development," said Jack Park, MMF Minister of Energy and Infrastructure, and Vice-Chair of the Board of Directors of RRMPC. "The strength of our government-industry relationship and that of our Fleury Winds Integrated Project Team is ensuring the development of a leading wind energy project."

The proposed Fleury Winds project will be located near Neepawa and is expected to tie into Manitoba Hydro's existing Neepawa sub-station. Members of the Fleury Winds Integrated Project Team have held preliminary introductory meetings with the Reeves, Councillors, and administrators of the Rural Municipalities of Minto-Odanah and Rosedale, and discussions with Treaty 2 have been initiated. A community Open House to feature the proposed project is being held at the Polonia Community Hall on Wednesday, April 15.

Peter Clibbon, Senior Vice-President Development, RES in Canada, said: "Fleury Winds reflects the shared vision of RES and the MMF to explore how renewable energy can be developed responsibly, in partnership with communities and with a focus on long-term benefits. We are proud to bring our global expertise in renewable energy to this partnership and believe it could serve as a strong example of responsible, community-focused development."

The proposed Fleury Winds project will be a $500 million investment in renewable energy by the MMF, RRMPC, and RES. This investment, led through the majority ownership of the MMF and its power corporation, along with its partner RES, will contribute to Manitoba's economy through business opportunities, job creation, tax revenue to municipalities, and income for landowners.

The proposed project is equally guided by values that include respect for the land, responsibility to future generations, and strong community ties.

"This announcement is an important step toward Indigenous owned and operated energy generation, which balances economic benefits for our Nation while keeping Manitoba Hydro a public utility, owned by the people," said David Chartrand, President of the MMF. "The project represents a half-billion-dollar investment that will make a massive difference for our rural businesses and communities. Our active majority ownership and operational leadership will break new ground for Red River Métis participation in the economy, which is always rooted in our culture of delivering benefits beyond our people to all who call this area home."

Fleury Winds is named in recognition of the late MMF Cabinet Minister John Fleury, honouring his service, his enduring connection to the Red River Métis of southwestern Manitoba, and commemorating his place within the cultural and community life of the region and our Homeland.
